Muhammad Asim Shanshal, head of the private office of Uday, said, "After a call from his mother, Sajida, told him that Kamel Hanna holds a joyful party for Saddam's second wife, Samira Shahbandar. There was shooting, rejoicing, and Uday shouting in the face of 'Kamel Hanna', denounced: "What is the mess?!" And he said: We celebrate on the occasion of lady and the President. Uday threatened him and warned him not to shoot bullets in the air, so it was 'Kamel Hanna' except that he raised his weapon in the air and fired bullets, so Uday's response was a fatal blow to his head with a heavy club that was with him, and he was killed. Saddam imprisoned all his guards and those who were with him, who were 15 individuals, and I was supposed to be with them had it not been for the delay that saved me from prison. They were sentenced to imprisonment, and Uday was exiled from Iraq to Switzerland for a period of six months."[43]
In the last years of the regime, the Fedayen Saddam troops led by Uday cut the heads of 30 prostitutes and threw them in front of their homes.[104] A member of a guerrilla group whose duties were mainly special operations of Saddam's Fedayeen said that they assassinated figures opposed to the regime, shattering the appearance of those who were accused of hiding the truth from the government. He said, "If Uday said, cut his tongue, hands, fingers, or head, or anything, we do that. As for the penalties that do not amount to death, they were executed according to a specific system, those who steal cut their fingers and hands. Those who lie, throw heavy stones on their backs, while informants who transmit incorrect information, put hot irons in their mouths, and those who evade the army, cut their ears." When Uday wanted to kill someone, he sent a group equipped with ten photographs of the target. The process would be recorded with video or audio to demonstrate that it was carried out and Uday would maintain a set of these videotapes.[105][106]

Attacks ascribed to Jack the Ripper typically involved female prostitutes who lived and worked in the slums of the East End of London. Their throats were cut prior to abdominal mutilations. The removal of internal organs from at least three of the victims led to speculation that their killer had some anatomical or surgical knowledge. Rumours that the murders were connected intensified in September and October 1888, and numerous letters were received by media outlets and Scotland Yard from individuals purporting to be the murderer.
The name "Jack the Ripper" originated in the "Dear Boss letter" written by an individual claiming to be the murderer, which was disseminated in the press. The letter is widely believed to have been a hoax and may have been written by journalists to heighten interest in the story and increase their newspapers' circulation. The "From Hell letter" received by George Lusk of the Whitechapel Vigilance Committee came with half of a preserved human kidney, purportedly taken from one of the victims. The public came increasingly to believe in the existence of a single serial killer known as Jack the Ripper, mainly because of both the extraordinarily brutal nature of the murders and media coverage of the crimes.
Some researchers have posited that some of the murders were undoubtedly the work of a single killer, but an unknown larger number of killers acting independently were responsible for the other crimes.[75] Authors Stewart P. Evans and Donald Rumbelow argue that the canonical five is a "Ripper myth" and that three cases (Nichols, Chapman, and Eddowes) can be definitely linked to the same perpetrator, but that less certainty exists as to whether Stride and Kelly were also murdered by the same individual.[76] Conversely, others suppose that the six murders between Tabram and Kelly were the work of a single killer.[17] Dr Percy Clark, assistant to the examining pathologist George Bagster Phillips, linked only three of the murders and thought that the others were perpetrated by "weak-minded individual[s] ... induced to emulate the crime".[77] Macnaghten did not join the police force until the year after the murders, and his memorandum contains serious factual errors about possible suspects.[78]
Over the course of the Whitechapel murders, the police, newspapers, and other individuals received hundreds of letters regarding the case.[160] Some letters were well-intentioned offers of advice as to how to catch the killer, but the vast majority were either hoaxes or generally useless.[161][162]
The constitution prohibits such practices, but there were some reports of occurrences during the year. Based on reports of released prisoners and their family members, diplomatic observers, and human rights organizations, UN human rights experts believed that some individuals imprisoned for suspected state security and nonstate security violations were subjected to torture or mistreatment. Human rights groups alleged these abuses took place during interrogations and as inducement for signed confessions. UN human rights experts and those released from detention in recent years alleged that authorities used techniques including beatings, forced standing, and threats to rape or kill.
Prison conditions varied widely among the individual emirates and between regular prisons, which hold those accused of nonpolitical crimes such as drug trafficking, money laundering, and killings, and state security detention facilities, which hold political activists or those the government defines to be terrorists. There were instances of overcrowding, long waits for health-care access, and poor sanitary conditions.
